Cyber war between Ukraine and Russia
According to Victor Zhora, the Deputy Chairman and Chief Digital Transformation Officer of the State Service of Special Communication and Information Protection (SSSCIP) of Ukraine, Russian-backed hackers were unsuccessful in achieving their strategic goals in 2022, and have now shifted their focus to cyber espionage.
Zhora emphasized that cyber espionage can have a more significant impact as it allows threat actors to remain undetected in a network for months or even years, gaining access to new information and having continued access.
This is especially valuable if the targeted organization lacks monitoring capabilities or qualified staff to identify malicious activities.
Zhora also explained that offensive units typically start by finding vulnerabilities or using social engineering to gain initial access, then seek credentials to gain broader capabilities to cause damage.
While Russia’s cyber operations have had a lower overall impact than a kinetic operation, Zhora believes that the cyber conflict is unlikely to end anytime soon, and Ukraine must continue to scale up its cyber defenses to effectively combat cyber threats.
